A frail 17-year-old boy has been found handcuffed to a pole in the basement of his parents' home in Missouri.According to a police report, an officer and social worker found the teenager after receiving a tip-off.On entering the basement, they heard someone cry out: "I didn't do anything. I didn't do anything. I didn't do anything.""I then observed a thin, frail looking male getting out of the foetal position on the concrete floor around a steel support pole," Officer Jonathan Stone wrote in the report.The teen was handcuffed to the pole and looked very thin for his height, with a sunken face and eyes that "had a look of desperation".According to police, the boy said he had been confined to the basement since his father took him out of school in Kansas City in September.He said he was initially "just locked in the basement, but was not fed much".He told police that his father would wake him each day at 4am to use the bathroom and give him a packet of dried oatmeal.In the afternoon, he would be allowed another bathroom break and would get a packet of noodles to eat. Later, he would get two bologna sandwiches and a glass of water before being locked up for the night.Police freed the shivering boy from the handcuffs and helped him calm down. He was placed in the custody of child services.The report does not disclose the name of the teen or his family.Local news reports say the boy is mentally challenged.According to the Kansas City Star, the boy's parents told police they had restrained him for their safety and his, after he allegedly hit his stepmother on several occasions.The parents told police the handcuffs were a temporary solution while they tried to figure out a long-term plan, according to the newspaper, which cited the police report.The boy told police that in October he managed to get out of the basement and get some food. But this angered his father, who tried handcuffing both his hands to a bed frame in a "cross position, but his arms were not long enough".He managed to take apart the bed in November, using a bed rail to break open the door, the teen told police. But this time his father removed the bed from the basement and handcuffed him to the pole, he said.His brother told police the teen had been restrained in the basement because when they had "let him upstairs" in December, he ate nearly an entire bowl of fruit in one sitting.Police said they are still investigating and have not yet submitted a report to prosecutors to consider possible charges.
